Assistant Director, Commercial Business and Revenue

Scott Carr joined the City of Cleveland Department of Port Control as Assistant Director, Commercial Business and Revenue in February 2025. He is currently responsible for managing all commercial operations, including air service development and retention, air cargo, airport concessions, commercial development and properties, economic development, ground transportation and parking, rental car facilities, airport compliance and inclusion, and North Coast Harbor.
Assistant Director (AD) Carr is an aviation enthusiast and has been a private pilot for 32 years. He is a graduate of the University of Central Florida, where he earned a Master's of Public Administration and a graduate certificate in Urban & Regional Planning. AD Carr is a Northeast Ohio native and a graduate of Bowling Green State University, where he earned a BS in Aviation Management & Operations.
AD Carr brings over 26 years of experience in airport management. Most recently, he was the Airport Assistant General Manager at Hartsfield-Jackson Atlanta International Airport. AD Carr has also served as Vice President of Commercial Business & Communications at the Greenville-Spartanburg Airport District and Deputy Airport Director, Administration & Properties, at the Portland International Jetport in Maine. Additionally, he served as the Director of Aviation at Amarillo International Airport and Executive Director of the Titusville-Cocoa Airport Authority located on the Space Coast of Florida. He is an accredited member of the American Association of Airport Executives.
